Some weeks ago The Citizen published an AFP piece on the growing acceptance of what I call “Basic Pay” and their headline called “Universal income finding favour” [2 Feb, 2017].
 
I anticipated a flood of random outraged/acrimonious/ responses and have: either missed them, or they didn’t happen. This is odd since this subject should be the biggest subject in the country … never mind the world. We may well discover its completely hidden role in maintaining order, should the threatened ending on March 31st of the contract to supply 17,000,000 [seventeen million] persons with “Basic Pay”, RSA style, come to pass.
 
Then we may well discover it to be a mechanism to stave off mass conflict with those alleged to be, according to your correspondent; with reference to the recent Swiss, first round referendum on the subject, rewarding “… the lazy and the feckless” beneficiaries. While in reality they have [regrettably] committed an ancient sin of being superfluous to need.
 
Late last year you published a Gwynne Dyer piece, called “Half the jobs are going”, which I used as a discussion piece for a year end 9th grade exam. It was one of a rising tide of such articles appearing over the past few years. Simultaneously while U.S. Pres Trump is making much of his ‘bring back the workers’ theme there is growing evidence, some reported for instance this past week on the Bloomberg channel, that only about 20% of the jobs were lost to ‘cheaper’ venues from the Manufacturing industries of the USA over the past three decades; were actually lost to cheaper offshore labour.
 

80% apparently was lost to automation.
 
And this was obvious to me some 23 years ago when I began writing a futuristic [fictional story] called the Jonker Memorandum*. Aside from being intended as entertainment, the story also contains, the fact of Basic Pay and its associated Digital accomplice, The Transaction Levy [also loosely known as a Transaction tax or a Tobin tax,] as well as some ‘historical’ comment on some of the economic arguments used to justify it. This idea is currently under review in a number of quarters and China recently indicated they would be introducing it on a zero based level to begin with.
 
My site has, since its inception in 2011 attracted some 7,000,000 hits, mostly from machines, but also by some human persons: adding my arguments to the global debate.
 
In constructing my fictional world I embraced many of the ideas proponents are postulating in your AFP piece, albeit one of two departures is in your opening line… Rather than promoting basic i.e. ‘Universal’ pay in my story as a “Utopian idea” it is rather, a solution for an increasingly dystopian environment… a world increasingly perceived as less and less egalitarian.
 
Most obviously a world that continues to pour out an ever increasing mass of persons for whom no form of employment will ever exist, beyond new evolutions of self employment, is one facing mass scale disaffection; as is being revealed via BREXIT, Trumpism and a range of similar psychic reversal leaps in “LEFT BEHIND!!!!”current thinking.
 
Therefore different ways of managing survival calls for a complete re-evaluation of our understanding of the role of money [as opposed to wealth] in the world and so my story is at heart a sales pitch for the introduction of these tools [Basic Pay and the Transaction Levy] into society. If we can survive Quantitative easing to the rich why shouldn’t the same system work for the poor… at least they will spend the money: and the world’s problem [at east one of them] as the Federal Reserve keeps telling us, is an absence of demand.
 
Those unenlightened Neo Luddite persona who envisage “Taxing ROBOTS”, as your correspondent’s “Benoit Hamon surprise Socialist candidate” for Frances’s pending elections suggests, or more latterly, and surprisingly, Mr. Bill Gates suggests, have completely lost the plot regarding the destiny of both the human race and the future of the “Internet of Things”.
 
I chose with difficulty to write fiction, because by inclination I prefer poetry. So I wrote what eventually became an 84 episode allegoric prose poetic podcast cyber serial, over a period of years from 1994 to final episode uploaded in 2014. When I started on the journey I realized that it would take disruption of the most terminal type to bring about the revolution posed by basic pay and the transaction levy, so I used an event in 1998 as the trigger for a wave of disruptive tsunamis and other seismic phenomena that completely changes the dynamics of the planet; during which my Heroine introduces the idea as a solution to chaos.
 
Over the past years since I wrote and then read the world a “bedtime story’” a la Podcasting, I have noted [with concern, after all I thought I was writing fiction] that a disturbing number of things predicted as part of my story have become reality. Included amongst these is that, apparently, the mechanization of work has advanced to such a degree that three years ago in 2014 a Hong Kong based venture capital company, Deep Knowledge Ventures, achieved a world first: appointing an Algorithm to their board with equal voting rights to the other five [human] board members*. Current indications are that the algorithm performs better than the humans.
 
In closing I would mention that my position on the inevitability of Basic Pay financed through the Financial levy was first influenced and then founded by me on the following observation by Wassily Leontif [Nobel Economist 1983] who noted [then] that “The role of humans as the most important factor of production is bound to diminish in the same way that the role of horses … was first diminished: and then eliminated. Technology” he concluded, “can sever the link between infinite desires and full employment.”
 
Given the almost complete disappearance of horses from daily life can any statement have been more prescient?

The Jonker as a Prophecy

In 1998 I had an experience that influenced my interpretation of another [global] experience. I won a prize: and two south Asian nations blew off three nuclear tests each in a regional tough guy tit for tat apparently, over a period of some six months.  The outcome of these is part of the Jonker Memorandum.

 

The prize was unusual. I rarely enter competitions and so even more rarely ‘win’ something. I attended a show and my entrance ticket was also part of a lottery… [that was permitted in that brief window before authority began to impose its extractive  tendencies] that had what became a ‘lucky’ number. The prize:  a two-day course in the effective use of a handgun. The course was run by a Belgian man, who later turned out to be a shadowy, wanted ‘hit man’ called Jean Bultot, about whose arrest by Interpol I read about some years later. Nonetheless he was a superb instructor. He ought to have been. According to the news report I read, he was alleged to have murdered nearly fifty people.

 

I can assure the reader that [in retrospect] it was an immensely useful training session in which I learned many things about hitting a target effectively, most important of which, was the idea of the “double tap”. For the uninitiated [as I was] two shots placed [preferably to the chest] within 10 centimetres of each other almost but not quite simultaneously will enhance the impact velocity of the shot so that even a low caliber projectile becomes huge, and can wreak untold damage to what it hits. Two days and some 400 rounds later I had a pretty evolved idea of the effect of this particular defensive tactic.

 

So when the world woke up to the knowledge that India and Pakistan had fired off 6 nukes in a sequence of underground tests, my first thought was that it was a nuclear, triple-double-tap on a cosmic scale. This idea became a theme for the story I was intermittently evolving at the time, which now [eventually] appears as a bedtime story on my nicholasjakari website: the Jonker Memorandum.

 

My Theme?

 

What if the effect of the ‘strike” was that the planet was moved in some infinitesimal way from its accustomed path to one marginally different? Would this not cause an insidious shift in weather patterns as the marginal movement magnified over the course of its routine repetitious rotation?

 

And then as the plot unrolled over the next 12 years the effect of what I dubbed “the Ringing” [an interference with the natural rhythm pattern of the planet] has become de rigueur: Tsunamis, earthquakes, volcanic eruption and [so-called] ‘climate change’ are ideas that are no longer fiction but real. More scarily: What if:  influential people believe this too and hence we have what seems almost unrestrained fraudulent financial activity on the planet that has plunged us all into a state of chaos from which it is difficult to see daylight.

 

In the same way, another plot theme was the relentlessly enveloping creep of unemployment as human labour priced itself out of the marketplace and a primary male activity becomes rape. Both of these have become more than insidious since I began the plot, as is the equally insidious trend to the “life activator” chip that all humans will soon be carrying as a means to control the progress of 7 billion plus people swamping the planet’s resources: a trend that becomes more accepted as this era of “asymmetrical warfare” becomes an ingrained military strategy, employed by all disaffected people on the planet..

 

Most intriguing: in the more microelements of the plot, I create a female who would contend for power in the newly liberated region I eventually called Mzansi. She would rise to power on a twin campaign based on gender rights … the “gender agenda’”, and Basic Pay; an agenda [as i perrceived it then] driven by the insidious rise of routine and brutal rape as a male response to the rise of female power.  Curiously: in the land that provides the inspiration for Mzansi such a female has come to the fore from nowhere in the past few months… And she is allegedly as rich as my heroine. Can she achieve what my heroine Korinth Starr [the elder] seeks to achieve? Time will tell.

 

And: to finance Basic Pay she [my heroine] would re-engineer the existing 10,000 year old tax extortion system, and replace it [largely] with the more rational “Transaction Levy”… an idea developed decades ago by Mr. Tobin [Nobel Laureate] now proposed in the past year by Mrs. Merkel the German Chancellor [and, entertainingly, rejected by Mr. Cameron [UK] for exactly the reason I had to ‘destroy the world’ in the story as I developed it back in the late 90’s]. This is an idea [the transaction levy, that is] that now becomes possible in the electronic funds transfer age.

 

Further. To eradicate the chaos caused by the [alleged] thieving elites who have transmuted the global financial system into private wealth generating casino systems, the total accumulated and marginally legal “sovereign” debt dumped on the citizen by reckless derivatives traders, would be rolled over into 1000 year annuities; and subsequently, rigorous control of the casino agenda via the levy referred to above., an idea recently proposed  [rather half-heartedly] by British finance politician George Osborne recently, and modeled on ancient practices such as the methodology used by the same country to extricate themselves from previous financial mayhem, specifically after the infamous “south Sea Bubble” and later after the Napoleonic Wars. We refer here to the famous “Consols” so beloved of 19th century novelists.

 

And then of course at a simpler level there is the problem of North Korea, a place   [April/May 2013] that hints at the issue that gives rise to the entire global catastrophe that represents the Apocalypse referred to throughout the story. Not to mention that as I write this a lady on CNN is talking about an 8.0 level [Richter] earthquake on that same tectonic line that I envisaged being double tapped back in ’98.  In our time a reverberation is over in minutes: in geological time a reverberation could extend over a time no one has yet dared to calculate.

 

All of these ideas are suddenly, as I reach the climax of the podcast story, becoming mainstream in a way that I find rather weird.  But then as I have observed elsewhere… the entire story is devised from a bizarre “out of body” experience I had, after apparently ‘dying’ on the operating table in the middle of surgery for multiple gunshot wounds, acquired on my own “September 11: back in ’94…  Of course I could have just been high on Morphine.

 

And: of course it is all just fiction… isn’t it?  But you must make up your own mind and so … assuming you have a long attention span which you must have or you wouldn’t ‘t have read this far…
